Question Paper Specific Instructions

Please read each of the following instructions carefully before attempting questions:

1. There are 20 (Twenty) questions printed both in ENGLISH and HINDI.
2. All questions are compulsory.
3. The number of marks carried by a question are indicated in the concerned note.
4. Answer to Question Nos. 1 to 10 should be in 150 words each, whereas answers to Question Nos. 11 to 20 should be in 225 words each. Keep the word limit indicated for each question in mind.
5. Attempt of a part / question shall be counted in sequential order. Unless struck off, attempt of a part / question shall be counted even if attempted partly. Any page or portion of the page left blank in the Question-cum-Answer Booklet (QCAB) must be clearly struck off.
6. Answers must be written in legible handwriting. Answer must be written in ENGLISH or HINDI.
7. Re-evaluation / Re-checking of Answer Booklet of the candidate is not allowed. 

प्रश्न पत्र विशिष्ट निर्देश

कृपया प्रश्नों के उत्तर देने से पूर्व निम्नलिखित प्रत्येक अनुच्छेद को ध्यानपूर्वक पढ़ें :

1. इसमें बीस प्रश्न दिए गए हैं जो अंग्रेज़ी और हिन्दी दोनों में छपे हैं।
2. सभी प्रश्न अनिवार्य हैं।
3. प्रत्येक प्रश्न के अंक सम्बन्धित नोट में इंगित किए  गए हैं।
4. प्रश्न संख्या 1 से 10 तक प्रत्येक का उत्तर 150 शब्दों में तथा प्रश्न संख्या 11 से 20 तक प्रत्येक का उत्तर 225 शब्दों में दीजिए। प्रत्येक प्रश्न के लिए अंकित शब्द सीमा का ध्यान रखें।
5. प्रश्नों के उत्तरों की गणना क्रमानुसार की जाएगी। यदि काटा नहीं गया है, तो प्रश्न के उत्तर की गणना की जाएगी चाहे वह उत्तर अंशत  दिया गया हो। प्रश्न–उत्तर पुस्तिका में खाली छोड़ा हुआ पृष्ठ या उसके अंश को स्पष्ट रूप से काटा जाना चाहिए।
6. उत्तर सुपाठ्य लिपि में लिखा जाना चाहिए। उत्तर अंग्रेज़ी या हिन्दी में ही लिखे जाने चाहिए।
7. अभ्यर्थी की उत्तर पुस्तिका की पुनर्मूल्यांकन / पुनः जाँच की अनुमति नहीं है।

Answer to Question No. 1 to 10 should not exceed 150 words in each case. Contents of the answers are more important than their length. Each question carries 08 marks.

प्रश्न संख्या 1 से 10 तक के उत्तर प्रत्येक मामले में 150 शब्दों से अधिक नहीं होने चाहिए। उत्तरों की विषयवस्तु उनकी लम्बाई से अधिक महत्वपूर्ण है। प्रत्येक प्रश्न के 08 अंक हैं।

1. Describe about the major provisions of reservations for the ‘Economically Weaker Sections (EWS)’.
   ‘आर्थिक रूप से पिछड़े (ई डब्ल्यू एस)’ के आरक्षण हेतु किए गए प्रमुख प्रावधानों का वर्णन कीजिए।
2. Describe about the power and position of Election Commission of India.
   भारत के चुनाव आयोग की शक्तियों तथा स्थिति का वर्णन कीजिए।
3. What do you understand by  ‘Ayushman Bharat Pradhan Mantri Jan Arogya Yojna’?
   ‘आयुष्मान भारत प्रधानमंत्री जन आरोग्य योजना’ से आप क्या समझते हैं?
4. Discuss the role of Deputy Commissioner in Rural Development.
   ग्रामीण विकास में जिला अधिकारी की भूमिका का वर्णन कीजिए।
5. Discuss the composition and functions of the ‘National Commission for Women’ in India.
   भारत में ‘महिला आयोग’ की संरचना एवं कार्यों का वर्णन कीजिए।
6. Describe the ‘Gujral Doctrine’ as India’s policy towards its neighbours.
   भारत की अपने पड़ोसियों की ओर नीति के रूप में ‘गुजराल सिद्धांत’ का वर्णन कीजिए।
7. Describe about the impact of ‘Strategic Partnership’ on India’s foreign policy.
   भारत की विदेश नीति पर ‘सामरिक साझेदारी’ के प्रभाव का विवेचन कीजिए।
8. Explain about India’s cultural Diplomacy policy.
   भारत की सांस्कृतिक राजनय नीति की व्याख्या कीजिए।
9. Why Brahmin and Rajput castes play dominant role in the politics of Himachal Pradesh?
   हिमाचल प्रदेश की राजनीति में ब्राह्मण व राजपूत जातियाँ ही क्यों महत्वपूर्ण भूमिका निभाती हैं?
10. “The Himachal Pradesh Public Services Guarantee Act, 2011 is a landmark legislation aimed at ensuring timely delivery of public services in the State.” Comment.
    “हिमाचल प्रदेश लोक सेवा गारंटी अधिनियम, 2011 एक ऐतिहासिक विधान है, जिसका उद्देश्य राज्य में जन सेवाओं की समय पर प्रदायगी सुनिश्चित करना है।” टिप्पणी कीजिए।

Answer to Question No. 11 to 20 should not exceed 225 words in each case. Contents of the answers are more important than their length. Each question carries 12 marks.

प्रश्न संख्या 11 से 20 तक के उत्तर प्रत्येक मामले में 225 शब्दों से अधिक नहीं होने चाहिए। उत्तरों की विषयवस्तु उनकी लम्बाई से अधिक महत्वपूर्ण है। प्रत्येक प्रश्न के 12 अंक हैं।

1. Critically examine the powers and position of Governors in the States in the light of recent judgement of Hon’ble Supreme Court of India on the writ petition by the State of Tamil Nadu.
   तामिलनाडु राज्य की रिट याचिका पर माननीय सर्वोच्च न्यायालय द्वारा दिए गए वर्तमान फैसले के संदर्भ में राज्यों में राज्यपाल की शक्तियों एवं स्थिति की आलोचनात्मक विवेचना कीजिए।
2. Explain about the major irritants in Centre-State relations in India.
   भारत में केंद्र-राज्य संबंधों में प्रमुख गतिरोधों का वर्णन कीजिए।
3. Comment upon “Children’s rights and their plight” in India.
   भारत में “बच्चों के अधिकारों एवं उनकी दशा” पर टिप्पणी कीजिए।
4. “Non-Governmental Organizations play a multi facet role in the society.” Elaborate the statement.
   “गैर-सरकारी संगठन समाज में बहुपक्षीय भूमिका का निर्वाह करते हैं।” इस कथन का विस्तार से वर्णन कीजिए।
5. What do you mean by Good Governance? Discuss its salient characteristics. Also discuss barriers to Good Governance in India.
   सुशासन से आपका क्या अभिप्राय है? इसके प्रमुख विशेषताओं का वर्णन कीजिए। भारत में, सुशासन के मार्ग में बाधाओं का भी वर्णन कीजिए।
6. What is ‘Operation Sindoor’? Has it been able to resolve India’s problem of terrorism from Pakistan?
   ‘ऑपरेशन सिंदूर’ से आपका क्या अभिप्राय है? क्या इसके द्वारा भारत की पाकिस्तान से उत्पन्न आतंकवाद की समस्या हल हो गई है?
7. Discuss the impact of non-traditional threats on India’s security.
   भारत की सुरक्षा पर गैर-परंपरागत खतरों के प्रभाव का वर्णन कीजिए।
8. What is non-aligned policy of India? Is it relevant today?
   भारत की गुटनिरपेक्ष की नीति क्या है? क्या आज इसकी प्रासंगिकता है?
9. “Sub-regional binaries have institutionalised the basis of political parties in Himachal Pradesh.” Comment.
   “हिमाचल प्रदेश में उप-क्षेत्रीय दोहरापन ने राजनीतिक दलों के आधार को संस्थागतता प्रदान की है।” टिप्पणी करें।
10. “Programmes and policies of the Himachal Pradesh Government for the welfare of differently-abled persons are far from satisfactory.” Do you agree with this view?
    “हिमाचल प्रदेश सरकार के दिव्यांग व्यक्तियों के लिए कार्यक्रम एवं नीतियाँ संतोषजनक नहीं हैं।” क्या आप इस मत से सहमत हैं?
