This reflects the state’s expenditure structure, which is largely committed to salaries, pensions, and interest payments.Capital expenditure: Estimated at ₹6,270 crore (10.73% of total expenditure).

Statement (2) is incorrect. Debt is a key indicator of financial health, reflecting the State’s liabilities versus its capacity to repay.Debt as a % of GSDP: 37.35% in FY 2021-22, 39.99% in FY 2022-23.

Statement (3) is correct. State’s tax revenue (including central taxes) projected at ₹25,225 crore (2024-25 BE):
