1. Overall Budget and Economic Outlook

  • Total proposed budget size: ₹58,514 crore
  • Estimated economic growth rate (2024–25): 6.7%
  • Estimated per capita income: ₹2,57,212
  • Estimated Gross Domestic Product (GDP): ₹2,32,185 crore

2. Agriculture, Horticulture, Animal Husbandry, and Allied Sectors

  • Support for Dairy
    • Freight subsidy for registered milk societies raised from ₹1.5 to ₹3/liter.
    • MSP for cow’s milk raised from ₹45 to ₹51/liter; buffalo’s milk from ₹55 to ₹61/liter.
    • Transport subsidy of ₹2/liter for farmer societies delivering milk more than 2 km away.
    • Complete digitization of Milkfed operations and new central testing laboratory in Dagwar (Kangra).
  • Natural Farming
    • One lakh new farmers to be brought under natural farming.
    • MSP of ₹40/kg for maize and ₹60/kg for wheat grown via natural farming, plus ₹2/kg transport subsidy.
    • New MSP of ₹90/kg for natural farming turmeric.
    • All government farms to transition to natural farming; five new model farms planned.
  • Crop Diversification & Infrastructure
    • Spice Park to be established in Hamirpur.
    • Potato Processing Plant in Una; seed production at eight Potato Development Stations.
    • 114 lift irrigation schemes to be completed by the end of the financial year.
  • Fisheries
    • Royalty for fishers from reservoirs reduced to 7.5%.
    • New trout units (120) to be set up, plus a Trout Fish Brood Bank in Patlikuhal.
    • Biofloc culture, fish feed mills, ice plants, and ornamental fish farming units to be introduced.

3. Tourism Development

  • New Tourist Destinations & Projects
    • Wellness centers in Manali, Kullu, Naggar, Nadaun; ice skating rinks in Dharamshala, Shimla, Mandi.
    • Beautification of major temple areas; continued work on Shiv Dham project (Mandi).
    • Tourism facilities near Pong Dam, new rafting center in Nadaun, and a planetarium in Bankhandi (Kangra).
  • Infrastructure & Investment
    • Gaggal Airport expansion; heliports at multiple locations.
    • “Mukhyamantri Paryatan Start-up Yojana” for homestay units.
    • Private sector to set up 200 hotels (3-star to 7-star).
  • Eco-Tourism
    • New Himachal Pradesh Eco-Tourism Policy-2024; 78 eco-tourism sites to be developed.
    • “Eco-Tourism Societies” in forest department circles, with a revenue target of ₹200 crore over five years.

4. Welfare Measures and Social Security

  • Social Pensions
    • 37,000 new beneficiaries to be included.
    • Social Security Pension for all specially-abled (40% or more disability), excluding taxpayers/government employees.
  • Women & Child Welfare
    • Every girl turning 21 from Jan 1, 2025, to Mar 31, 2026, to get benefit under “Indira Gandhi Pyari Behna Sukh Samman Nidhi Yojana.”
    • “Indira Gandhi Sukh Suraksha Yojana” for two girls born in BPL families.
    • All 18,925 Anganwadi centers to be designated “Anganwadi Sah Preschool.”
    • “Indira Gandhi Matritv Shishu Sankalp Yojana” to ensure better health of young children.
  • Housing & Other Support
    • New beneficiaries under “Mukhyamantri Vidhwa Evam Ekal Nari Awas Yojana.”
    • Increased monetary reward for inter-caste marriages (₹50,000 to ₹2 lakh) and marriages of persons with >70% disability (₹50,000 to ₹2 lakh).
  • De-Addiction & Rehabilitation
    • Three more de-addiction and rehabilitation centers proposed.

5. Self-Employment Initiatives

  • “Mukhyamantri Laghu Dookandar Yojana” for small vendors and stall owners.
  • 40% subsidy for converting diesel/petrol taxis to electric (target: 3,000 vehicles).
  • 1,000 new private bus routes with subsidies for purchasing buses/Tempo Travellers.
  • Skills training under National Rural Livelihoods Mission (NRLM) with 70% guaranteed employment.

6. Green Energy, Environment, and Climate Initiatives

  • Renewable Power Projects
    • 200 MW solar project in Damtal (Kangra).
    • “Green Panchayat Scheme” to set up 500 kW solar projects in 100 panchayats.
    • Shongtong (450 MW) and Integrated Kashang hydro projects to be completed by 2026.
  • Infrastructure & E-Mobility

7. Healthcare Modernization

  • Upgraded Facilities
    • Dialysis in 69 institutions; 11 new blood storage units.
    • Robotic surgery at AIMSS Chamiana (Shimla) & Tanda Medical College.
    • PET scan at IGMC Shimla; advanced MRI machines at major medical colleges.
    • Catheterization labs (Cath Labs) at Govt. Medical College Hamirpur & Mandi.
  • Services & Schemes
    • 1,000 “Rogi Mitras” to be placed in health institutions (₹15,000/month honorarium).
    • “Sugam Swasthya” app to be launched. Free insulin pumps for patients ≤ 27 years old.
    • 25 new Advanced Life Support ambulances; palliative care for ~12,000 patients.
    • “Acharya Charak Yojana”: free tests and essential medicines in AYUSH hospitals.

8. Education Reforms

  • School Education
    • Digital attendance for all government schools.
    • Several Senior Secondary Schools upgraded to “Rajiv Gandhi Day Boarding Schools.”
    • Restructuring the Directorate of Education; hostels for college and school students.
  • Technical & Higher Education
    • Innovation Fund for technical education.
    • M.Tech in Electrical Vehicle Technology at Govt. Hydro Engineering College Bandla.
    • Digital University of Innovation, Entrepreneurship, Skill, and Vocational Studies at Ghumarwin (Bilaspur) in PPP mode.

9. Drug-Free Himachal

  • Creation of Drug Dependence Prevention, De-addiction, and Rehabilitation Board.
  • Expansion of drug-de-addiction centers and increasing bed capacities.
  • Stronger law enforcement plus rehabilitation focus; Special Task Force (STF) for preventing drug trafficking.
  • Proposed “Himachal Pradesh Prevention of Continuing Unlawful Activity and Control of Organized Crime Act, 2025.”

10. Clean Drinking Water & Sewerage

  • Rural and Urban Water Supply
    • Work on 20 schemes in Lahaul-Spiti and 6 in Kinnaur.
    • Large-scale schemes in Nadaun, Bhoranj, Amlehed, Haroli, Baddi, Bhuntar, Nahan, Arki, etc.
    • “Mukhyamantri Swachh Jal Shodhan Yojana” with ₹200 crore provision.
  • Sewerage Projects
    • New sewerage systems in Nerwa, Chaupal, Rajgarh, Shahpur, Bilaspur, and 14 other towns.

11. Transport, Industry, Roads & Bridges

  • Transportation
    • Additional 500 e-buses for HRTC; online pass facility extended beyond Shimla.
    • 14.79 km ropeway in Shimla (₹1,546 crore project).
    • Development of jetties, cruise tourism, water transport.
  • Industry & Investments
    • Subsidy (40 paise/unit) on electricity consumption for industries with ≥66 KV supply.
    • Major policy amendments for green energy, EVs, and milk production.
    • High-level board to resolve industrial issues; Investor Outreach Programs planned.
  • Roads & Bridges
    • 6 road/bridge projects (₹345.14 crore) to start; 50 more approved under NABARD (₹498.62 crore).
    • “Mukhya Mantri Sadak Yojana” allocated ₹100 crore.

12. Rural Development & Panchayati Raj

  • Local Governance Strengthening
    • Reorganization of blocks; nine new Extension Training Centres.
    • Panchayats to manage local water schemes and generate revenue from their properties.
  • Urban Development
    • Grants for new municipal corporations/councils/panchayats (Hamirpur, Una, Baddi, Nadaun, etc.).
    • 44 urban services to be added to the UPYOG platform for better civic administration.

13. Revenue, Disaster Management & Fire Services

  • Digitization of Revenue & Land Records
    • Phased digitization of all revenue courts; mapping of land records.
    • Aerial Survey Technology for accurate urban revenue records.
    • Online mutation software and use of the Bhunaksha application for digital maps.
  • Disaster Preparedness
    • “Panchayat Emergency Response Centres” in 3,645 panchayats.
    • ₹892 crore multi-year project: Early Warning System, GIS-based system, slope stabilizations, climate adaptation.
    • Fire stations in Rajgarh, Kandaghat; procurement of new fire engines and Quick Response Vehicles.

14. Recruitment

  • New Posts
    • 1,000 posts in colleges/schools.
    • 200 AYUSH MOs + other healthcare staff.
    • 1,000 police constables + promotional exams for ~500 constables.
    • 25,000 vacancies (all categories) planned in total.

15. Employee Welfare & Honorarium

  • Arrears & Allowances
    • Arrears for pensioners aged 70–75 to be paid this year.
    • 3% DA instalment from 15th May for state employees.
    • Daily wagers: ₹425/day; outsourced employees: ₹12,750/month minimum.
    • MGNREGA wages up by ₹20 (to ₹320).
  • Honorarium Increments
    • Panchayat and municipal corporation representatives see enhanced honoraria.
    • Anganwadi Workers: ₹10,500; Anganwadi Helpers: ₹5,800; ASHA Workers: ₹5,800; and various similar increases.
    • Medical & technical staff stipends/honoraria raised (e.g., OT assistants at ₹25,000/month).

    • AI-based improvements to the online portal; finishing STPI facilities in Mehli (Shimla) & Chaitdu (Kangra).
    • Drone taxi services proposed; drone stations in Hamirpur, Mandi, Kangra for agriculture/horticulture use.
    • Residential colonies in Bilaspur, Palampur, Rampur, Mandi, Solan by HIMUDA.

    • 100-bed sports hostel at Luhnu (Bilaspur), 50-bed at Kharidi (Hamirpur).
