Uttarakhand Governor Approves Bill Granting 30 Percent Women’s Reservation in Govt Jobs

  • Uttarakhand Governor Lt Gen Gurmeet Singh has approved 30 percent horizontal reservation for domiciled women of the state in the Government Jobs Bill.
  • The state assembly of Uttarakhand passed the Uttarakhand Public Services (Horizontal Reservation for Women) Bill on 29 November 2022. The Governor’s assent on 10 January 2023 has made the Bill an Act.
  • Beneficiaries must be female with a domicile certificate of Uttarakhand. According to the Bill, if sufficient women are not available to fill the reserved seats, they will be filled by qualified male candidates in order of merit.
  • The bill ensures social justice, equality of opportunity, improvement in living standards, and gender equality in public employment.
  • Horizontal reservation refers to equal opportunities provided to other categories of beneficiaries such as women, the transgender community, or persons with disabilities.
  • While a vertical reservation is applied separately for each group specified under the law, a horizontal reservation is always applicable separately for each vertical category.
